Where does the mine’s money go?

Peru distributes the canon minero to local and regional governments by a published rule. This page shows what each level received, as published, and asks one question it is allowed to lose.

The question this page can fail

Do the districts that receive the most money have the most water?

No — less piped water, not more

In 2025, the fifth of districts that received the most canon per person (374 districts, 592,703 dwellings) had 65.7 % of its dwellings on piped water in 2017. The fifth that received the least (375 districts, 196 of which received nothing; 2,532,824 dwellings) had 79.0 %.

A water truck or similar was the supply for 8.7 % of dwellings in the fifth that received the most, and for 2.7 % in the fifth that received the least.

How it is counted: the 1,873 districts are ranked by canon per person for the chosen year and cut into five groups of equal count. A group’s coverage is its dwellings with piped water — «red pública dentro de la vivienda» (public network inside the dwelling) plus «red pública fuera de la vivienda, pero dentro de la edificación» (outside the dwelling, inside the building) — over all its dwellings. The water was counted in 2017, before the money was paid: this sets the two side by side and explains neither.

    The ledger

Unit Received (S/) Regional government (S/) Public universities (S/) Population 2017 S/ per person

Figures are MEF transfer groups 1 and 3 only, summed from monthly rows to the fiscal year. Groups 2 and 4 are excluded and named in the method note.

    Method

    The distribution rule

MEF distributes the canon minero by a published rule.

    Three ledgers, never pooled

MEF pays three kinds of executing unit and this page never mixes them in one figure.

    The university share

Public universities are shown as a second named line at the departamento level.

What is excluded, and how much

Only transfer groups 1 and 3 are counted.

    Two kinds of absence

A unit with no transfer row received nothing the state published.

    One merged unit

The boundary source carries a single polygon for Mazamari and Pangoa.

    Three vintages, none reconciled

Transfers are 2021–2025. Population and water are the 2017 census. Boundaries are valid on 2020-07-14.

Piped water, as this page counts it

Piped water means «red pública dentro de la vivienda» and «red pública fuera de la vivienda, pero dentro de la edificación», over all occupied private dwellings, from the 2017 census.

    Simplified geometry

Borders are simplified under a measured ceiling: every polygon’s area error stays under 1 %.

What the country costs to ask for

The first view carries only the 25 departamentos.
